Target of Immigrant Raids Shifted

Documents obtained under the Freedom of Information Act reflect that enforcement efforts "billed as carefully planned hunts for dangerous immigrant fugitives" have transmogrified into a program that instead ensnares much easier - and nonthreatening - targets. One of the graphics in the article demonstrates the change in priorities by including Department of Homeland Security memos between January 2004 - January 2006.
