Humanitarian Parole Policy for Certain Haitian Orphans

Department of Homeland Security Secretary Janet Napolitano has announced a policy authorizing humanitarian parole, to allow certain Haitian orphans to enter the U.S.A., following last week's horrendous earthquake. Two categories of children are covered: (1) those eligible for humanitarian parole include certain children legally confirmed by the Haitian government as orphans eligible for intercountry adoption, in the process of being adopted by Americans prior to January 12, 2010, and meet certain other criteria; and (2) children identified by adoption service providers or facilitators as eligible for intercountry adoption, were matched to American prospective adoptive parents prior to January 12, 2010 and meet certain other criteria.
